HVCA Meeting Minutes

Treasurer’s Report

  • The $20,000 Certificate of Deposit (CD) earned $500.33 in interest.
  • $15,000 was reinvested for another six months.
  • A brief discussion was held regarding the original Board resolution from the easement sale. It was confirmed that the funds were designated for capital improvement projects, not routine maintenance.

Architectural Approvals

  • 8306 Summerset – Tree removal approved
  • 8615 Deer Brook – Driveway and patio replacement approved

Maintenance Updates

  • Trail light behind 8305 Summerset has been repaired.
  • Current punch list includes:
    • Bridge inspections
    • Seasonal trimming
    • East/west entrance signs
    • Lock/latch on hearth door
    • Tuckpointing on hearth door
    • Review of drainage project on the north end of the park
  • Homeowners are encouraged to submit maintenance concerns via the website form.

Dues Delinquencies

  • Dave Roose volunteered to personally contact delinquent owners.
  • As a result, all but three owners became current.
  • The remaining three cases were filed in small claims court on February 11, 2025:
    • Total delinquent years: 7
    • Total claim amount: $1,652.62
    • Additional fees: $250 attorney fee + $150 court filing fee per resident
    • Court date scheduled for: April 29, 2025
    • HVCA covenants and Indiana law permit full recovery of past dues and collection costs.
    • One resident has since paid $488.22 but still owes $400 in court-related fees.

General Discussion

  • Consider bringing back neighborhood street parties.
  • Ben Price presented updates on the new community website.
  • Ben also shared progress on the community library, to be installed later this spring near the playground.
  • The Presidency and several Board positions (odd-numbered districts + District #4) will be up for vote this summer.
    • Homeowners are encouraged to consider serving on the Board.
